You know I love me my spooks, but I don't find much of Doctor Who to be scary. My favorite episodes in that ballpark are "The Silence in the Library," "73 Yards," "Midnight," The Waters of Mars," and "Heaven Sent." None of those really fit the bill for me, though. I do find a lot of Torchwood pretty disturbing, though. the concept of S4 is pretty terrifying to me. I'd say the scariest of those is probably "Adrift" or S3, though.

If you really want something scary from Doctor Who, though, you gotta listen to the Big Finish audio dramas. The 8th Doctor story "Scherzo" is mean and horrifying. "The Red Lady" could be the best ghost story in Who. Same goes for the Torchwood audio "Corpse Day." Honestly doesn't get more splatterpunk than that in this universe.
