They live in Rennes, in Brittany! I think their upbringing was relatively similar— Cy's dad's enjoyment of guns is probably more closely linked to his hunting hobby than in canon, his family's culture of gourmet food more intense, and Lynn's upbringing might have been slightly different in that her parents didn't try to use religion to assimilate, and her dad's alcoholism would have flown even more under the radar.

As for racism... honestly, comparing what my American friends have told me regarding their experiences with racism in the US to France, it's really close. Maybe less physical violence and fewer outwardly racist people, but the exact same insults and insinuations, especially if you grew up in a small rural town like Lynn did (although there's also racism in big cities). French Lynn would only slightly less feel othered than Canon Lynn does.
