In all my art I do default to Tenna proposing first, because he's both an overexcited guy that can't hide how much he wants to propose, and because Spam either bails out at the last moment or Tenna does it just before he could. In the UT-AU I did make them propose at the same time! It makes sense!

As for if they were engaged in BSE, I feel like Spamton actually popped the question first –one of those conversations of what-ifs that gets quieter and ends with a "...what if we did?"
