wait let me rephrase my answer!!
basically what they did was they declared pala all positions vacant, including the SP position! so in a way - if valid yung ginawa nila nun [which lawyers n deans agree with naman] - even the position of SP ay vacant na! but the quorum yesterday agreed na ‘di sila pwede mag elect ng SP without at least 13 votes so all they could elect was a chair pro tempore, which is like a vice chairperson in a sense. any position lower than the SP kasi ‘di required ang 13 votes, basta lang more than half of the qourum (which at the time was 12 senators). so dahil walang SP, the pro tempore has to be the acting one kasi “vacant” na nga daw all positions ++ kaya nakapag-rearrange sila kahapon 🤣
