Block them. But if that person harasses you, you block them, then they continue to make multiple accounts and keep harassing you, that constitutes spamming.

Harassment is not against the terms of the platform. Spamming is against the terms of the platform. If you are banned for spamming, that's on you. If someone is harassing you, I literally don't care. You have all the tools you need to not have to hear from them again.
