Is it true that Street Fighter 4 feels slow?

"[Fighting game] is slow" is kind of a nothing criticism cuz imho theres very very few truly slow fighting games. I dont think i'd call sf4 slow. It has slow MATCHUPS but imo a game -should- have a variety of matchup paces.
